Instapaper is a strong match for URList. It explicitly offers saving web pages for later reading (url-saving-and-preview, instant-link-adding), organizing them into folders (list-and-section-organization), and creating notes/highlights (contextual-side-notes). It also supports offline reading and various media types (media-type-support), has a clean reading environment (minimalist-interface), and allows sharing (public-sharing). User accounts are required (sign-in-authentication) and it's available on multiple devices (mobile-responsive-design).

Honestly, after trying both, Competitor B wins hands down. Better customer support, cleaner interface, and they don't nickel and dime you for every feature.
